Rules for Dragon Hide Armor?

As far as I know, it's just like making masterwork armor. The "rules" for it are in the Monster's Manual under the dragon's section. Officially, it does not lay out any benefits of wearing dragon scale armor versus any other armor (which I think is bad), but you can always house rule some abilities for dragon armor.
 

They're in the Monster Manual in the Dragon section, IIRC. Short version: You kill a really big dragon, you can make some neat-looking masterworked, entirely non-magical hide armor. Not all that useful, but cool for flavor.

My players compained and wined enough that I finally gave in and created some dragonhide rules. It was a real pain, I tell ya. But worth it in the end. It added quite a bit of spice to the game too, though I'm not too sure the dragons appreciated it...
 


The simplest way to make dragonhide "special" is to use the MM rules (you can craft certain types & sizes of armor from certain sizes of dragons' hides), but treat the hide as a big Power Component (variant rule in DMG) for making magic armor--thus making it much cheaper (in XP & gp) to enchant* the armor. You might limit what abilities the hide makes easier to craft -- e.g., a red dragon's hide might make only the enhancement bonus, fire resistance, & fortification cheaper, but not silent moves or cold resistance.

I did that as well ... made it so they could be non-magically enhanced. Basically due to some material (armorer and alchemical) hows-it-dones you can give the armor some equipment bonuses.

such as:
a +1 to AC (can use this one multiple times)
DR1
Resist 2 of whatever resistance/immunity the dragon had (some have 2 resistances, you can use both ... I used to have this at resist 5)
1/2 weight like mithral
-2 Armor check (stacks with MW)
+1 Max Dex
-15% Arcane Spell Failure (most difficult & expensive)

also added in option of making padded armor from the dragon (at the size of the dragon, a medium dragon could produce a medium suit of padded).

added in the option to make a buckler (no ACP, no ASF, 1/2 weight ... basically a mithral one, just not metallic)

the amount of equip extras was based on armor size or dragon size (DM's option)
