Rod of Wonder...How does it work?

How exactly does this thing work? Do you target before you roll? Do you get to target after you roll? What if the effect doesn't require a roll?

Can you give an example,please ?

It's one of the classic items from early editions. I really like the aternate wands of wonder that came out in one of the Dragons, this was of course before d20.

That is one of them. There are basically 7 of them.

That's a much better wand than normal. The only bad thing for wielder is getting shocked and some of those attacks are strong.

Remember was created for second edition, maybe even first. I don't know which, it appeared in Dragon 147.
