Potion of Haste?

Does this only affect the drinker? Same with other multiple target spells/potions...

Potions are like spells cast upon the imbiber. ... The drinker of a potion is both the effective target and the caster of the effect

You could make a wondrous item as a grenade of haste, but I wouldn't let the thrower select specific targets. It would just affect everyone within a 15ft radius burst.

Make a ring of Haste... 1/day or 2/day and jsut activate it whenever it is needed.. (sure it takes a round... but hey 3.5 effect more than one, and non of the enemies)

The fighter IMC (currently 15th) has never actually used up all of his haste charges in the boots and he's had the boots since, I don't know, 7th level or so.
