The Rowan, Rook, and Decard announcement specifically mentioned their fear of encountering harassment (or worse) at the U.S. border because of their identity or beliefs. There is, of course, a further risk: U.S. Customs and Border Patrol has been much more aggressive about enforcing rules about whether or not somebody can enter the country while doing informal work. In March, comicon.com commented on how the case of Welsh comic maker Becky Burke revealed possible threats to comic authors coming to the U.S. to do signings and the like. Here's the link:

I believe that when this article came out, there was initial speculation on how similar policies might pose a threat to game authors from outside the U.S. who wanted to come to the country for Gen Con.
