WOIN Pinned down vs firing into Melee

Hey all running my 2nd long term campaign of woin. We normally home brew s lot but found we haven't really used the pinned down mechanic that often.
My question is basically the title but yeah if a character spends two actions attacking an adjacent target for 2 turns in a row are they classed as pinned down?
Or does the firing into melee penalty take priority?

Pinned down gives you +1d6 to attack per round you've spent attacking the same target. It does not cap at cover, and stacks with other circumstance modifiers.

If you are firing into melee for two consecutive rounds at the same target, then on the second round you will get +1d6 from pinned down, and -2d6 from firing into melee, which is a cover penalty and does not stack with other cover penalties, netting -1d6.
