D&D 5E Paladin Vow of Enmity only for chosen foes?

So im a bit at a loss here with the rules and need clarification.
The Vow of enmity is one of the primary abilty to the vengance paladin and is used to mark a "prey" on the battle ground as your chosen one. But can you use this agains all foes?

Im asking since im unsure if the paladin somehow have a specific chosen foe to use this on or if its all "evil doers" or other. As far as I can see in the rules it should be applied for all types of creatures?

You can offcource connect it to avenging, but to choose a spesific enemy or type of enemy seems not to be the meaning of the channel divinity?

You are adding fluff where it doesn't need to be. At the base of the ability it's pretty mechanical. Spend 1 use of your channel divinity to get advantage against one creature you can see within ten feet of you for 1 minute, full stop. You can then assign fluff as needed. Presumably if a vengeance paladin is fighting someone they are in the way of their greater goal, as such they call upon the strength of their conviction to give them increased combat ability against that very same foe. In play our vengeance paladin well use it on the largest or most dangerous foe we can see and try to smite them out of existence.

EDIT: So to answer your question: Yes, you can use this against any foe, there are no restrictions other than it has to be a creature, not an object.
 

Because it is a powerfull ability, I suppose a paladin will not blow it on a goblin.

But goblin chief that leads 50 of them? Sure. He is a greater evil as the band would run off if he is killed.
