New generic contemporary/urban fantasy?

Is there any generic contemporary fantasy/urban fantasy games that are not horror or claim to be horror? I’m looking for a game where you can play angels in human guise, dragon shifters, leprechauns, werewolves infected by a bite, hereditary vampires, frankenstein monsters, mad scientists, etc. living secretly in modern society. I’ve checked out Fate and Savage Worlds, but they’re too generic. I’ve done research on the urban fantasy boom of the 90s and 2000s: Everlasting, Witchcraft, Fireborn, Nephilim, Nightlife, Nightbane, Urban Arcana, White Wolf, etc. So far I haven’t been able to find anything current or flexible. I’m thinking about making my own and releasing it under public domain or something.

I’ve read that. It’s limited to its single setting, not generic.

It has the most flexibility I’ve found, but it doesn’t have any settings. I’m not sure that PbtA even lends itself to long campaigns.

Just to check, when you say you have checked out Fate, have you checked out The Dresden Files specifically? It’s a tightly designed urban fantasy implementation in my opinion.

I’m looking for something like Alternity, All Flesh Must Be Eaten, or Night’s Black Agents. I’m asking just in case I missed something, but by now I’m fairly sure that I’d have to write it myself.

I've read that. The problem I keep running into is that it's all toolkit and no setting. I'm looking for a happy medium between "all toolkit, no settings" and "one setting, no alternatives, no toolkit." So far I haven't been able to find anything suitable.

How about Buffy, Angel, and / or Witchcraft? They are also by Eden Studios like AFMBE.
