New Epic Magic Item - Armband of Frost

Now that the ELH is out, I'll finally post some of my epic magic items. I've taken out the prices because I'm mostly interested in what you guys think about the items themselves. Also, I haven't finished pricing them according to the new rules yet. Let me know what you think.

EDIT: I should also mention that I haven't finished with the spell prereq's, nor have I added the new epic item creation feats. I always do those last.

Armband of Frost: This powerfully enchanted armband is composed entirely of hizagkuur, giving the metal a silvery-gray appearance. It fits snuggly around the wearer’s bicep and adjusts itself to fit perfectly. Upon placing the item on one’s arm, the armband glows a bright blue and burns it’s way into the flesh, disappearing altogether. The armband leaves behind a dark blue tattoo of the same shape. The wearer immediately suffers 120 points of cold damage (no save).

If the wearer survives the assault, they are now gifted with the ability to launch rays of cold from their eyes as a supernatural ability. Both rays strike the same target as a ranged touch attack (up to 120 feet), dealing 120 points of cold damage. A successful Fortitude save (DC 34) will halve this damage. The eye rays may be used at will every other round and are activated by mental command as a free action, triggering no attacks of opportunity. Spell resistance does not affect the rays.

Creatures of the fire subtype suffer double damage on failed saving throw. Creatures of the water subtype suffer no further ill effects except standard damage. If the rays are able to completely remove all hit points from a creature or object they are frozen solid and may be shattered within 1 minute via a melee attack that deals at least 1 point of damage. If the rays are fired upon a body of water, the liquid freezes to a depth of 6 inches over an area equal to 2,000 square feet (20 10x10 squares). The ice will melt normally.

The armband also converts all cold damage sustained by the wearer into healing hit points. This is also a supernatural ability and is constantly active. This effect overrides any cold resistance the wearer may have. However, the armband is incapable of converting it's own energy, thus the cold damage inflicted by the eye rays cannot heal the wielder.

If the wearer shoots himself with the cold eye beams, will he heal 120hp?

This is a cool item. I like the damage the person has to take when first putting on the item. Does that damage heal normally? Does this item give any type of weakness against fire attacks? While not needed, it would add a little something to the theme of the item.
 

Let's see: Otiluke's Freezing Sphere (Cold Ray). Maximized. Quickened. Reduce a little because of a Fortitude Save for 1/2 damage, and because you can use it only every other round. Increase it some more because it is a supernatural ability (no SR, no AoO).

I would guesstimate it as being about a 16th level spell.

The other ability is like immunity to cold, only twice as good (you get back double what you lost). Also supernatural (can't be dispelled). I have no idea- probably 16th level too.

Caster level? Well, not less than 20th. Not more than 31st. Say 20th.

Use activated, two powers in one (second is at double cost).

16 x 20 x 2000, + 2 x 16 x 20 x 2000 = 1, 920, 000

Times ten, since it's an epic item, and add 10 000. Call it 20 million (since I forgot to include the tattoo thingy effect.) That's about 5 times as expensive as any of the items in the ELH. And a 100 000 xp is a lot of xp. Though with power components, sharing xp costs, and avoiding going up levels it is fairly plausible.

Even though it should probably cost 25 or 30 million, especially if you can heal yourself with it.

Am I on the right track?

I have two versions of this item. This one does not. The other one is even further themed with the cold idea.

One of the spell used to make the item, the rays themselves, are indeed powered by a 16th level spell.

Close, but you could price it that way just as easily. The rest of the spells involved are normal, except for one. Did you catch Imbuement? That's the mother of all the spells. I'll post the description up here at some point so that you can see how I made this item.

It's a custom jobbie, but like I said, you can create the item just like you suggested. In fact, that was the original way I did it. Then I made Imbuement.

Essentially, Imbuement is like Permanency, except spells you make permanent on yourself or others truly become a part of you. The spell effects are recreated as Extraordinary or Supernatural abilities.

This opened up a whole new world of magic items. Items made with imbuement function differently in that some or all of the item's abilities become extraordinary or supernatural abilities when the item merges with you.

But like I said, you can use this armband as is too.
