D&D 5E Multiattack.. Does it stack with normal attack actions ?

Hello everyone.. I am a D.M at a 5th edition game and me and my players are having trouble on how to play a certain rule.

My question is this.

If someone is a 5th level character with the lycanthrope template (see page 207 of M.M)
and he/she is a Weretiger who has the multiattack action (2 scimitar attacks) and also because of his levels (lvl.5) he also has 2 normal attack actions, what happens then?

Option 1. He/she can do both his class actions and his Weretiger form multiattack, thus enabling him at level 5 to do 4 attacks/round

Option 2. He/she can only choose one of the two kinds of actions having to choose between the multiattack and the normal actions conferred by his/her class level.

I ask this because this template is meant for character players and it does not state that the multiattack action cannot be stacked to the overall action of the character and i cant find any mention on it.

A player of mine states that it stacks with her normal actions(if they are made with a scimitar).

Multiattack is not the Attack action. They do not stack. The Attack action is where you can get your extra attacks in via the Extra Attack class feature, Multiattack is where you have a specified number of melee attacks such as one claw attack and one bite attack.

I would tell your player that the multiattack action in the weretiger statblock is, essentially, the same ability as his extra attack when he takes the attack option. The weretiger had it because he's as significant a melee combatant as a 5th level fighter and not because he has some kind of mystical scimitar attacking power because he's a weretiger. I would not let him stack the two into getting 4 attacks in a round if he's using a scimitar.
 

Multiattack is an action all by itsself. It takes the whole Action option just like the Attack action. The Attack action allows you to attack as many times as you are able with whatever weapons you have available. So a Lycanthrope Fighter 8 could attack twice with one claw, once with two claws, twice with a bite OR take the Multiattack option.

It is one or the other, you cannot multiattack for each attack you are allowed under the Attack Action by your class.

Your answer is "Option 2".
