Is says that you can create the sound of someones voice.

Does that include a specific sentence and if so, is there a limit to the sentence?

Up to the DM. Speaking personally... I'd make sure to see what you are capable of doing with the Level 1 and Level 2 illusion spells first and then make sure this cantrip illusion doesn't give something the higher level illusions can't do. The higher forms of illusion should be for the actual leveled spells in my opinion.

So for me... I'd probably allow indistinct mumbles, coughs, "crowd noise" etc... but no actual intelligible conversation used to pass on information (since other spells are meant to do that.)

DEFCON said it for me, and likely in a more concise manner.

What higher level spells allow for a voice to say something at short range? The next illusion that could speak would be Major Image at level 3, which obviously has different intended use cases. Message is also a cantrip, but obviously superior than Minor Illusion for actual communication since it has longer range and better targeting, can only be heard by the intended, and also allows for a reply.

Quoting from the text:

If you create a sound, its volume can range from a whisper to a scream. It can be your voice, someone else's voice, a lion's roar, a beating of drums, or any other sound you choose. The sound continues unabated throughout the duration, or you can make discrete sounds at different times before the spell ends.

To me, the fact you can use a voice and discrete sounds, means that you can have a voice say actual words and sentences.

As DM, I let the PC make real voices with the illusion. I'll even let him try to mimic a voice he has heard, but this would call for a charisma (deception) roll vs. the monsters/NPCs intelligence. I like to give Illusionists more reasons to use illusion spells. One of the problems I had during the playtest was that the illusionist player seemed to feel the need to use flaming sphere and then fireball when he got to high enough level. It is just so hard for the illusion spells to compete.

In fact, my friend and I basically started to redesign the illusionist.

We thought about giving the illusionist a new ability called "Illusory Spell" - This way, the illusion could cast any evocation spell of a level he/she can cast by just preparing "Illusory Spell". This would give the caster a lot of flexibility since he or she could make fireballs or ice balls, or acid balls, etc., but the drawback would be that his illusion evocations could not affect mindless creatures, and on a save (INT save), they would cause no damage rather than 1/2 damage.

The description says "any other sound you choose". I would find it rather odd if the spell could create a detailed image but not a detailed sound. Any sound you choose seems to include a specific sentence in someone's voice.

I'd allow it given several conditions:
1) you've heard that person
2) you know what you're saying
2a) you can speak the language.
