D&D 5E Making Monsters

I am in the process of building some high level monsters for a con game and prbably a publication. I have a good bit of experience with this for 2014 D&D, but I was curious what folks thought of either the LevelUp rules and/or the Tome of the Valiant rules?

If you were building 5E monsters in the CR 15+ range, which set of rules would you feel most comfortable relying on?

I do not have a lot of play with Level up or TOV so I would use the 5e rules and maybe modify once I got the new MM. Heck, you could just play the monsters with the 5e rules and be fine, or adjust up some for what you think. You can even adjust mid-game on the fly in a convention event. At that level, it might be something easy you need to adjust. Hard to tell especially if the convention players are bringing their own PCs and not pregens.
 

I think the 5E DMG rules are a bit nuts, particularly on the upper end. Even actual 5E monsters don't follow them.

I'd definitely lean on the A5E rules more. I don't have the TOTV Monster Vault so I can't comment on how those are.
