The creation cost of an item is part of it's prereqs. If you can't meet the prereqs, you can't make the item.

but she has all the prereq. She has like 2500 gp for being a 3rd level character. The robes cost i think 3500. Could she still have it?

I'm sorry. I did not realize that. In that case if I felt the character concept in question benefited from the robes I'd allow it. Also, the robe is not what I would consider a particuliarly powerful item. Acid attacks are really uncommon. So, unless your game ha san unusual amount of Acid attacks then I would also be inclined to allow it.

Not really. The creation cost of the magic item is part of the prereqs, and she doesn't meet that on her own. However, if someone gave her some more cash, then she could make it without a problem.

It depends. If you follow character wealth by level to the letter, then no, she can't keep it. A robe like that isn't awfully powerful though, so I don't think it's really that big of a deal. I don't think it would destroy the game so I'd probably let her have it.

Besides, the robe will only count against her wealth at half cost (1,750gp) if she keeps it, since she made it (spent the XP on it).
