Low Level items

I am running a game, the players are 3-5 at the moment and we are playing with the Wealth by Level rules (you can't spend more than 1/2 your maximum gold on one item but you always have your maximum gold-cost of items)

each player has 2700 Gp (Level 3) rising to 5400 Gp (Level 4) and to 9000 Gp (Level 5)

each have Masterwork weapons/armour but what else do they spend the money on (the campaign is low-magic but finding items is possible just not as easy as going to the corner shop)

Books are Core and Complete only (MIC and SC are permitted in most cases but require DM say-so)

Well, one of my go-to items for practically all low-level campaigns is the Handy Haversack (D&D) (Pathfinder). Mostly because it means less keeping track of encumbrance and the like. Also, it's ability to retrieve any item with a move action that doesn't trigger an attack of opportunity is nice.

hahahahaha and fill it with what exactly? not much point in training an army of mules to burden themselves with food for an army of mules...

EDIT: not to mention they can't afford that until level 3 (but that's not much of an issue we play on Thursday to get to 3...hopefully)

Everything else that a character carries. Food, yes. Rope, unlit torches, writing supplies. You can even put a couple of extra weapons in there. You can fit a LOT of stuff into twelve cubic feet/120 pounds of space.
 

Well when i get a handy haversack I usually stuff it with wood, tents, extra sets of clothing, more rations, extra ammunition (whihc also reminds me an efficient quiver is a good low level item), tools that would usually be too heavy for me to consider (like spades and axes).

Other good low level items are mithral bucklers (Only the wielder of a two-handed weapon wouldn't benefit from a mithral buckler, it is the perfect shield, really) and shields/armor +1 (In fact try to make as many items as you can out of mithral and darkwood, that sure eats away not only gold coins but reduces weight)

The characters have back-up weapons equipped, if they are in their packs then it takes a full-round action to get the out, switching weapons is a move-equivalent action (or basically means they move and while moving they change weapons) and our Archer has Quick Draw.

EDIT: [MENTION=6689464]KaiiLurker[/MENTION] your post wasn't shown when I typed mine, Efficient quiver, Check. What is the point of carrying around axes and spades? Mithral is too expensive for them to have everything kitted out in (plus "Mithral is a very rare silvery, glistening metal"...

Plus the party have 2h weapons or shields already

Yes.

That's what a Handy Haversack IS. A backpack. Specifically, a backpack that always weighs five pounds no matter how much you put into it (up to its weight/volume limit). That's why I said it's good for making you not have to worry about encumbrance. It's especially good for low-Strength (or small) characters whose equipment might seriously slow them down otherwise.

Not if they are using a Handy Haversack. Taking something from the pack - weapons or anything else - is a move action.
 

Drawing their weapons is a move action (or during a move) so the HH doesn't improve drawing a weapon.

I will ask our Rogue if he wants one because he is low-strength but the others are fine in that regard

EDIT: Are there no Magic Items that the players should have at this level (I know the best stuff is higher level but something cheap but useful)

You're asking for ideas on what affordable items to give out and then you're belittling the ideas people throw your way?

The Handy Haversack is pretty much the most common (and useful) item a PC would get at low levels. It's even great to have at higher levels. If you can't figure out why it is good, then no wonder you're having a hard time dishing out items.

As mentioned, it's a move action without provoking AoO. It's the no AoO that makes it a great item. Pull out wands, potions, scrolls, caltrops, extra arrows, a rope with a grappling hook, a blowup doll; all without taking an AoO.

Potions and scrolls are always good low level items. +1 armor and shields become available. Special Substances can be very good and often overlooked. Mounts, vehicles, & pets can be nice. There are roleplaying uses for money. A round of drinks at the tavern is always appreciated. You can buy jewelry and fancy clothing. Maybe someone wants a tattoo of a Heart and ribbon that says "Moth" on it.

Then there is the fact they don't need to blow any money on items right away. They can save it for a level or two and get better items.
 

heward's handy bedroll for your caster/manifester types.

feather tokens (especially tree, though fan is nice too).

skill shards.

weapon and armor crystals.
