That is certainly an amusing character concept. A Halfling paladin knight riding a largeLance now works with GWM and PAM and works with a shield if mounted.
They did nerf the damage from 1d12 to 1d10, but it is probably one of the best builds now - strength based little PC mounted on a medium sized mount with a shield and a Lance.
Not new to the 2024 rules. I came up with a concept for a gnome artificer battlesmith with duel lances a few years ago.FWIW, because Lance is not Two-Handed when mounted, you can use it with Dual-Wielder.

As per rules, it is not a two handed weapon, it is a one handed weapon that requires two hands to wield when not mounted. Which makes it eligible for the Duel Wielder feat.
