Northern Crown makes use of several template-like cultural bonuses known as "Fey-Touched". Each is a slight variant tweaked to represent cultural norms, but the base template would look something like this:
All members of Culture X can cast one 0-Level spell from the Y spell list per day as a spell-like ability. Such a character knows one cantrip at 1st level, and gains the knowledge of an additional cantrip at 4th, 7th, and 10th level. The save DC is equal to 10 + the character's Charisma ability modifier.

Well, it's not exactly the same thing, but there's a "half fey" template in Fiend Folio. There's also a creature called a feytouched, which is (sort of) a fey version of what aasimars and tieflings are to outsiders.

You might consider the template in Faeries, or in The Complete Guide to the Fey, if you are open to 3rd party materials. The former might cause some problems as it is 3.0.
