Granted, either race would kill the newborn (if not the mother) but hey... if half orcs are around, why not this...

Definately barbarian makes sense as a favored class, since no society anywhere would likely accept them.
I might throw in a -2 to diplomacy and gather info checks for the same reason, and a +3 to survival since they've had to make it on their own most of their lives.

Low-light Vision + Darkvision 30'
No bonus weapons nor special training cause this guy probably grew up feral.
Skill bonus: +1 Listen/Spot (from elf side)
Ability Modifier: +2 Str -2 Int -2 Cha
Favored Class: Barbarian
Similar to the Half-orc, but trading 1/2 darkvision and skill boosts for low-light vision.
NOTE: maybe let him keep 60' darkvision?
