Fire isn't a state of matter (like a gas, or a liquid) at all. It's an exothermic chemical reaction, when combustible material is rapidly oxidized.
 



Fire is not a gas last time i checked the game rule and the laws of reality say otherwise as well.

The spell calls out what it does to fire. Against a larger fire source i would say the fanning of the flames adds 1d6 to the fire damage per spell level of the gust of wind.

In my campaign, I distinguish between "fire" and "heat." The spells are called protection from heat, resist heat, etc. Thus, the red dragon is creating a cone of heat in front of him. Wind gust does not affect energy effects.
 

Incendiary cloud produces burning gas, but by and large fire is not gas.

Of course, the game already does grave violence to fundamental physical concepts (in most games, there are only the four classical Greek elements of the elemental planes, rather than ~130 - I'm continually astounded that people generally ignore such a huge fundamental change), so if you want fire to be a gas in your campaign, go for it.
