So, what level should this be?

The spell is just like True Strike, except it applies to your next attack, whenever that happens to be (i.e. you don't have to use the attack on your next turn).

I'm thinking maybe a duration of 1 round per level.

I was thinking 2nd level. I don't see this as more powerful than, say, Invisibility, or the buffing spells.

Anyone want to give me input on this?

True Strike, Greater
Divination
Level: Sor/Wiz 2
Components: V, F
Casting Time: 1 standard action
Range: Personal
Target: You
Duration: See text
You gain temporary, intuitive insight into the very near future during your next attack. Your next single attack roll (which can be made any time after this round, but before a period of one round per your caster level) gains a +20 insight bonus. Additionally, you are not affected by the miss chance that applies to attackers trying to strike a concealed target. Between the casting of this spell and taking the attack, you can only take move actions--if you cast another spell, the insight bonus from this spell is lost.
Focus: A small wooden replica of an archery target.
 

Actually, this is how I run the regular True Strike. I consider it a "held" spell (like a Shocking Grasp or something). I know that's not how it's written, but I don't think it's out of line. Since the spell automatically applies to your next attack (even if some low-level mook gets in your way) and restricts your actions until you use it I think it's balanced. The sorcerer in my party doesn't walk around with it on all the time.
 

Part of the use of True strike is to land those ray attacks from spells so perhaps it should be written if other spells not activating true strike are cast it is loss.

Yes I think it allows for another spell to be cast before the end of the next round, so you can benefit from the +20 bonus on the other spell's attack, and for this reason IMO also Greater True Strike should allow this.
