Is there a site that has 3.5 edition NPC's listed that DM's have created?

I'm needing to come up with some new villains to throw at my group and I'm getting burnt out from stating my own NPC's so often. I'd also just like to see what interesting character concepts people have come up with.

And while I'm at it, I'm also wanting to introduce a new evil organization for my players to interact with. If anyone wants to give me ideas to use in creating a new evil group, feel free to blabber away

The rogues gallery forum here. I have a few of my own there, principally high level drow, but there are a few other goodies like a chaos avatar. But I am far from the most prolific villain-maker.

A few I used in my games:
The Arcane Alliance: A group of mages, outcast nobles of a former magocracy, struggling to install wizards as a noble class across the continent of Trinalia.

The Quintarium: More an occasional problem than a villain, the quintarium is a group of wizard-assassins.

The Shadow Cabal: A twisted organization of psions who experiment with the subconscious mind in nefarious ways, in order to unleash secrets of the mind. I use the Shadow Mind PrC at the wizards website for these folks. This was inspired by Dark City.

The Shadowhand - A prestige-class based association of Worshippers of Bane. Run by the head of Bane's church. It's a secret organization that uses shadow magic and necromancy. Also, they convert some monsters by fear (such as goblinoids) and use them to their own nefarious ends.
