5e doesn't have a "magical item shoping mart" philosophy like 3.X or pathfinder. Rather, once in a while you'll find something cool or interesting and use it. I think it's better to look for things that are fun or can expand what your character can do.

For example, of course you would benefit from a shield +1... but a hat of disguise will be more fun.

Got it, interesting

That said, if you want some ideas that would be useful, fun, and thematic, there are:
javelin of lightning
hammer of thunderbolts
armor of resistance (thunder or lightning)
ring of elemental command (air or water)
rod of lordly might
staff of thunder and lightning
decanter of endless water
horn of blasting
horn of valhalla
wind fan

Your best investment will be a copy of the DMG.

Read though the magic item section & note whatever items stile your fancy.
These might not directly compliment your characters theme. For ex;
One of my favorite items is The Apparatus of Kwalish.
This thing doesn't "fit" any character that I've ever made 38 years of play. But that wouldn't stop me from gleefully using one....

You can find one in the Age of Worms adventure path and a few other adventures. You can then sail the Nyr Dyv and loot the shipwrecks.

Alchemy Jug is great also if you ever need 2 gallons of mayonnaise.

A wand of lightning bolts is probably the #1 item if you're looking to deal damage. It complements your channel divinity like nothing else.

Fixed that for you.

Many games work a bit like the below. This is a combination of guidance from the DMG and DM tendencies that seem to be common - but there are a lot of games that end up differing quite widely from this tendency.

Somewhere in Levels 1 to 5 you find a magic item of uncommon rarity.
Somewhere in Levels 6 to 10 you find a rare item and an uncommon item, and buy an uncommon item.
Somewhere in Levels 11 to 16 you find a very rare magic item and a rare, and buy a few uncommon and/or rare items.
Somewhere in Levels 17 to 20 you find a legendary item and a very rare item, and buy a few more items of various rarity.

PCs end up with about a dozen non-consumable items, some of which they may have sold off once they 'outgrew' the item.

As a 4th level Tempest cleric, I wouldn't be too worried about items. They're not a weapon dependent class, they're not armor dependent... they can make use of a lot of stuff. My last cleric - despite having the chance to buy items - never bought any. Instead, he liked to hire people/monsters.

As a side note, if you are playing a tempest cleric at my table I would make sure a lightning weapon would be in there somewhere for you..

I would try and get the DM to modify a flaming sword to one with lighting. I may be slightly better sine less creatures have lightning resistance, but should be fine. Like the old Thundar the Barbarian cartoon where it magnet to his bracers. Maybe at some point it could shoot bolts similar to a cantrip in power to give some ranged power. This could be later in levels.
