It says it doesn't stack with feats, racial traits, or special abilities that grant bonuses to Armor Class... so this means no Dodge, Mobility, Combat Expertise, natural armor... That doesn't sound right at all.

Can anyone think of a time where you would actually want to use this? All I can come up with is maybe in a very low magic game.

I think what it means is that it simply grants an armour class bonus, so it will not stack with other armour bonuses, the same way mage armour does not stack with fullplate. Abilities granting other named sources of AC will stack as usual, the same way NA stacks with fullplate.

One time could be with a VOP character. You get a slightly higher AC bonus at the beginning, and some minor benefits at higher lvs. It is not much, but hey, you can't wear armour anyways, so may as well milk that for all it is worth.

It is also a source of free magic eq (basically +5 fullplate with minor elemental resistances), so I suppose that if you feel the savings could be better channeled towards other magic gear...

I'll assume that the first time you say "armour class bonus" you mean "armour bonus." If it was actually written that way, that would make much more sense wouldn't it? I can probably fairly easily convince my DM of that, seeing as it is just useless otherwise.

I was considering using it with a psychic warrior claw fighter to try to go for the all natural feel. I would've based it on some sort of gem dragon to tie it in with psionics.
 

i've found it to be better in the hands of NPC mooks, primarily at lower levels.

a pair of 3rd level hobgoblin warriors charge in, but when they're clad in glittering blue scales and have an ac of +7, it's kinda neat - especially if you want to have a lot of armour for your guys, but don't want to give every badguy a buttload of gear at risk of making the encounter too powerful, or unbalancing the PC wallets.

basically, it's a poor persons fullplate.

If he is going to wear full plate; why not Skin of Ectoplasmic Armor (+8 armor bonus so won't stack). It doesn't penalize speed and +2 Dex max. Cost 3000 though.
 

while that is nice for a PC, i don't want to have two low level bugbear cannon-fodder running around with $6000 in fancy psionic armor for the PCs to snap up!
