I don't think it's a good idea to use ability requirements as a balancing factor. The Bastard Sword and Dwarven Waraxe don't require 13 STR anymore to use. Also, you fail to mention if it is a Martial or Exotic Weapon.

If you compare your weapon to other bludgeoning Two-handed weapons out there...
The greatclub weighs 8 lbs and does 1d10 (20/X2), but is probably the "worst" 2-handed weapon.
The Heavy Flail weighs 10 lbs and does 1d10 (19-20/X2), gives a bonus to disarm checks, and lets you make trip attacks. Better.
The Maul (CW, Martial 2-handed, Exotic 1-handed) weighs 20 lbs and does 1d10 (20/X3).
The Warmace (CW, Martial 2-handed, Exotic 1-handed) weighs 10 lbs and does 1d10 (20/X2). You suffer a -1 AC penalty when wielding a Warmace.
The Goliath Greathammer (RoS, Exotic 2-handed) weighs 30 lbs and does 1d12 (20/X4). It gives a +2 bonus to sunder attempts.

I think 2d8 is too much for a medium 2-handed weapon, even if the crit range/multiplier is only 20/X2. I'd let 2d6 slide, but not 2d8.

I second the thought about the damage.

2d6/1d12 should be the most a medium two-handed weapon should be able to do. If we had 2d8, it would be *the* weapon for all two-handed wielders.

Hey Nato, nice to see you on ENWorld!

2d6 and 20/x3 is definitely a better idea. The way I figure it is that lighter, more nimble weapons have a 19-20 crit because there's more manuverability, so you're more likely to find a kink in someones armour, but it's not likely to do as much damage. A large, heavy weapon that's hard to wield is less likely to scroe a crit hit (thus the 20), but likely to do more damage (x3).

I'm guessing the reason for the prerequisite is because it is heavy and difficult to wield, but I'm not sure it's needed. Only characters that are pretty big already are likely to want a Heavy Warhammer.

I'm pretty sure the Warmace does 1d12, not 1d10 (which is presumably why they also added the AC penalty.

more fuel to the fire!

Alternately, you could think of a maul as an extra heavy pick, and have it be Exotic, 2-handed, 1d10/1d8 (20/x4).
