This cannot be done. There is a clause in the licenses about inclusion of resolution, which would mean that the program cannot automatically determine task resolution for you. Also certain aspect required for this are conspicuously missing from the SRD like the level chart.
 

I don't know of any MUD's. There are a few MUSH and MUX out there for roleplaying, but I don't know how rules-complete they were. Treyvan was the first as far as I know, but it's dead after it tore itself apart.

You can include as many level advancement charts as you like and still be in compliance with the OGL. Also, which part of the OGL talks about inclusion of resolution?

Well, yes and no...

The d20 license states that no product covered by it may "Describe a process for Applying the Effects of Experience to a Character".

And you'll note that the d20 SRD itself made available by WOTC does not include the tables you see in the PHB.

So, technically, you can include advancement tables in an OGL product, but they cannot be the ones in the PHB. You'd have to write your own XP system.
 

But I was talking about the OGL not the d20 license...

I'm also pretty sure that there is some OGL material that replicates all the numbers on the standard progression...

Not too difficult, since all that is needed is:

XP required for level N = 1000 * (N (N+1))/2
Gain one feat every 3 levels, one ability point every 4
 

I have never understood why you cannot use the same chart. The experience level chart is nothing special. In fact it is the same one as from the Computer Fallout RPG games. Heck they even provided a perk (feat) every 3 levels.

I think WOTC is trying to get away with something here, I've seen many games use the same xp chart.

Get away with what? What possibly conspiracy could they be orchestrating here? What benefit is there to be had?

It is the way things are, the SRD does not include XP tables. As an example of this in action Iron Heroes and Arcana Evolved both include their own experience tables. All that's really necessary is slightly altering the values per level. You could write it as 1005 * (N (N+1))/2 and be fine.

There's nothing sinister about it. What they are "trying to get away with" is give developers a version of the rules they can use to develop for D20, without making it so another person can just walk off and print a whole new PHB without new content and work. They are "trying to get away with" giving you a wider gaming experience without completely losing their revenue stream.
 

You can do it under the OGL as long as you don't put a d20 logo on it (at which point, you're bound by the d20 STL, which doesn't allow you to include character generation or advancement).

No more than you're trying to "get away with" something by not letting the general public use your car at will. It's their stuff; rather than "getting away" with something, they're being exceedingly generous by making 90% of their stuff freely available for use. When someone does that, you don't get to complain because they decided to keep 10% of it.
