Never change, my dude, never changeWith the 2024 character sheet, I notice the light gray line decorations are an esthetic choice. It resembles the lines of penciling and erasing numbers and sentences. The eraser will erase parts of the original ink of the character sheet, with an overall "distressed look" from the wear-and-tear use. The light gray decorations will probably pull it all together into an overall visual design.

While I can't speak for @Horwath in making it form-fillable (I use Adobe Acrobat for that myself), the changes in the layout were done in Corel PaintShop Pro---but if I still had Adobe Photoshop I could have done it there, too.Which PDF editing program was used here? (If I may ask...
