Crystal Ball questions

The Crystal Ball base magic item is CL10 and has scrying as it's required spell. It's save is a will save, DC 16 (which is the exact save that would be derived from spell level 4 + ability adjustment 2).

However, no activation time or duration is mentioned.

Should it be the same as a 10th level caster casting scry? Or 1 hour to activate, duration of 10 minutes, with the caveat that you can't scry a creature any more than once every 24 hours?

Typically, magic item effects have durations according to the spell they mimic, but activation is generally a standard action unless noted differently.
