Colossus Slayer only works in what condition?

I not understand this part: "....if it’s below its hit point maximum". What simply means?

Colossus Slayer. Your tenacity can wear down
the most potent foes. When you hit a creature with a
weapon attack, the creature takes an extra 1d8 damage
if it’s below its hit point maximum. You can deal this
extra damage only once per turn.

If it's hit point maximum is x and its' current hit points are x-y.

Quick addendum - how do temporary hit points count here? Lets say the creature is at x-y but has z temporary hit points and ((x-y)+z) > x?

If it has only lost temporary hit points it's still above its hit point maximum. THP stack on top of the hit point maximum.

I would say that as long as the creature has lost actual hit points, then colossus slayer kicks in (just ignore the existence of the temp hit points).

The section on Temporary Hit Points is pretty clear that temp hp are a completely separate resource from real hp. So temp hp have nothing to do with Colossus Slayer, which only looks at whether you've lost any real hp.

(It is safe to assume that any rules reference to "hit points" does not mean "temp hit points.")

I not understand this part: "....if it’s below its hit point maximum". What simply means?
"It" here is shorthand for its current hp total.

Read it as if it said:
...if its current hit points is below its maximum hit points.

That is, "it" as used by the sentence means the monster, specifically its hit points right now. If a goblin is "below its hit point maximum" this means it has less than its maximum hp - its current hp total is less than the maximum value.
