Collar of Resistance (MoW) vs. Cloak of Resistance

Why the price difference between the

Collars of Resistance
490 x (resistance bonus)squared

and the

Cloaks of Resistance
1000 x (resistance bonus)squared?

Is this why Hennet wears dog collars, he's not kinky just frugal?

its wearer. While wearing this item, an animal gains a +1 to
+5 resistancebonus on all saving throws (Fortitude, Reflex,
and Will). An animal can wear only one collar at a time.

Well. if you're an animal you can sure benefit from this more than the cloak.

ITs because only animals can use it. Its basically so you can help beef up your animal companions a bit without having to shell out the really big bucks.
 

But wouldn't the "animals only" restriction only result in a 30% discount, DMG pg. 243. Its as if the 70% cost was applied twice 70/100*70/100=49/100 and resulted in a 51% discount.

What do I tell my Wizards and Sorcerors when they want to equip their familiars or the Psions when they want to help their constructs? Their splatbooks weren't so generous; they only suggest giving them regular equipment rather than inventing some novel half-price kinds.

If you let the "half-priced for animals" fly, why not "half-priced for familiars", "half-price for {insert follower race or type}?

Why not indeed. Familars could use some better saves anyway, and if the players want to equip their familars and such with better stuff, I say let them. Basically, you would need a collar for magical beasts perhaps, but the concept would be the same.
