Disrupt Undead
Necromancy
Level: Sor/Wiz 0
Components: V, S
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Effect: Ray
Duration: Instantaneous
Saving Throw: None
Spell Resistance: Yes

You direct a ray of positive energy. You must make a ranged touch attack to hit, and if the ray hits an undead creature, it deals 1d6 points of damage to it.

Positive Energy is what heals could not a Mage direct this ray at someone (Living) wounded and Cure them.

No. They can not. Positive energy, used in a certain way, heals. It needs to be in a certain form, only available to divine casters (and bards) to heal. If this spell could heal, the spell would say so.

OTOH, wizards do have a few tricks up their robes to heal party members. Certain summoned monsters can heal. Polymorphing someone heals them a bit. Flase life (caster and familiar only) and bear's endurance (anyone) can serve as temporary healing. Limited wish and Wish can heal. Planeshift may be able to be used to heal PCs (if the DM is nice).

Yes arcane caster can heal in 3.0/3.5

From the SRD

Cure Light Wounds
Conjuration (Healing)
Level: Brd 1, Clr 1, Drd 1, Healing 1, Pal 1, Rgr 2
Components: V, S
Casting Time: 1 standard action
Range: Touch
Target: Creature touched
Duration: Instantaneous
Saving Throw: Will half (harmless); see text
Spell Resistance: Yes (harmless); see text
When laying your hand upon a living creature, you channel positive energy that cures 1d8 points of damage +1 point per caster level (maximum +5).
Since undead are powered by negative energy, this spell deals damage to them instead of curing their wounds. An undead creature can apply spell resistance, and can attempt a Will save to take half damage.

Bards are arcane casters.

Now I didn't say I like this system (I personally hate any arcane caster having curing spells, but it is in RAW).

But the same concept applies for a Cleric casting a Cure spell versus undead it hurts them.

If the spell description doesn't say it heals then it doesn't. All of the cure spells (except for cure minor wounds - see below) include the words on harming undead, same with the harm spells and curing undead.

this one specifically doesn't include that definition.

Cure Minor Wounds
Conjuration (Healing)
Level: Clr 0, Drd 0
This spell functions like cure light wounds, except that it cures only 1 point of damage.

The "cure" version of the spell doesn't include harming undead.

Ok I'll give into those arguements,
but DMG page 239 the Scrolls.
I know these ARCANE scrolls are for Bards, but guess what Wizards can cast any arcane scroll right? Does it not stem from that since there are rules for adding spells to your spell book from an arcane scroll that a wizard could learn it.

No they can't. They can only cast arcane scrolls from their spell list. The cure spells are not on their spell list. Also a scroll is either arcane or divine so a bard created cure spell can't be cast by a cleric and a bard can't cast a divine cure scroll either.

It requires UMD to be able to bypass this restriction.
