D&D 5E Boots of the winterlands in Icewind Dale

This came up during me session. Boots of winterland allow you to ignore difficult terrain due snow and ice. I know this applies to combat. But would apply to travel times in Icewind Dale?

I would treat it as snow shoes.

I would say yes, but the party will only go as fast as its slowest member. If anyone has a horse, for example, that doesn't have Horseshoes of the Winterland... well, then they are slow.

I do not see why not. Same as ring of water walking or or similar. It is a cool item to have a lower levels. If the whole party has them it may make the item less cool than if only one had them and could move around freely.
