Arrows to deliver touch and ranged spells?

Are there rules in place to create arrows that are enchanted with a spell and deliver the spell on a successful hit? I know there is the Spell Storing enhancement for weapons, but that isn't quite what I want. I want to be able to, for instance, craft an arrow that, on a successful hit, explodes like a fireball. Basically, enchant an arrow to (one time) deliver a touch or ranged attack on a hit? What are the pricing rules for it, if it does exist?

There's no set rules. The arcane archer has the imbue arrow supernatural ability, which lets him cast an area-effect spell on his arrow and then shoot it as a standard action, which would work for your fireball idea. If you just want some cool spell arrows, I'd probably compare it similar items, in this case a Necklace of Fireballs seems to be the closest thing.
 

Dragon had rules for this a while back. Here's the gist of it.

You have to construct the arrow as a single-use, use-activated magic item (i.e. a potion), for spells 3rd or lower, it costs SLxCLx50, for 4th or higher it's SLxCLx100. Also, you have to consider the cost of the magic arrow itself (the arrow must be at least +1), and then increase the cost of whichever effect is cheaper by 100%(3.0) or 50%(3.5)

Ex: Fireball Arrow
+1 Arrow = 47gp (2350/50)
5d6 Fireball = 3x5x50 = 750
Total 47x1.5 + 750 = 820.5gp (per arrow)

Ex2: Maze Arrow
+1 Arrow = 47gp
Maze = 15x8x100 = 12000
Total = 12070.5gp
