Anyone know of a NPC generator that includes kuo-toa?

Actually, E-Tools will do that for you. Many things might seem more random than reasonable, but it does generate whole piles of information for them and lets you print out their stat blocks, and even customize them individually & print full character sheets if you want.

I think the best results for you could be using RolePlayingMaster.

You could use it own its own, or you could use the Jamis NPC Generator integrated into RolePlayignMaster.

For example, if you're familiar with the Jamis NPC generator, you can explicitly request Kuo-toa. You can further select class levels of their favoured rouge class, or go for a random selection.

This will give you fully worked out skills, feats and spells, according to your race and class generation. *Very* fast and useful for high level generation.

With the generated creatures in RolePlayingMaster, you can continue to add any equipment, magic, weapons and armor, along with options to add any required magical or other effects to weapons/armor.

Since you're DMing, there's a huge amount of other functionality available to you. This includes adventure building, mapping, other generators (names, encounters, magic shops, plot suggestions, dwarven war cries, ...), EL calculation, campaign encyclopaedia.

Print it all out, or use a laptop to play it all live, with options for BattleMap, encounter management (full calc of skills, attacks, saves etc - including option for automatic opposed results such as counter skills, AC or saves).

Lastly, whilst the basic generators are pretty straight-forward, you may, or may not find the "utility-approach" of the current official release a bit imtimidating for using the full functionality. If this is the case, check out the updated screenshots of the unofficial release in beta test, which offers a very friendly and simplified user interface.
Its an exciting step up for universal appeal for RPM.

Perhaps too late, but Campaign Suite certainly is capable of generating any monster/character combination. I'm hoping to get more 'list gens' and 'professions' put in soon, so you could have groups of characters that fit your needs much more easily. In the mean time, the stuff that is there is pretty easy to modify to create groups of NPCs of any race.

Also of note is that now you can do the same with modern statblocks, adn they are very accurate.
 


With CS you would right click on Races (meaning "selectable character races") in the config file and choose "Add a new race from a creature..." and then it will automatically be in any characters you create.

If you wanted, after you "Add a new race from a creature..." you could go to the newly created race, in this case Kuo-toa and right click on it and apply any number of goofy templates to it. For instance, I just created a properly working Corrupted, Lich, Half-Fiend Kuo-toa by right clicking on the Kuo-Toa race. It then shows up as a character race and I could make it any class or what not.

Keep in mind you dont have to make a creature a character race just to get all those templates on it. Go to Monsters, select the Kuo-toa, and then hit the Temnplate button to the right and select the same way as you woudl above. It will then show up as an (exportable) creature.

BTW, Corrupted IS NOT in CS as Book of Vile Darkness isn't open content. I put it there myself. Lovely template, freakin lovely.

I haven't seen that template yet, but I'll trust you on that Veander.


As for the rest, I think Veander nailed it on the head on what can be done to get the Kuo-toa in there. Naturally, there aren't any 'templates' for creating, say, a group of a dozen kuo-toa and monitors... Though adding it wouldn't be all that hard.
