Alternative Sea Hag

So I'm changing a Sea Hag around, who'll be the BBEG for a low-level adventure that I'm running; thought I'd post it here for criticism, and to see if anyone's got any ideas to improve it etc.

I'm not happy with the evil eye ability; I don't like save-or die, or even save-or-save-or-die, especially for a low-level party. So I'm looking at changing that to grant her some alternative abilities.

What I'm proposing is replacing this ability with a Magic Eye, enabling her to cast Detect Magic at will, and Dispel Magic 3/day as a 5th level caster.

This is weaker than the Evil Eye, I think, so I wonder if people have got any ideas to make her cooler, and keep the Sea Hag at about CR4?

My two thoughts are, given her hold person x number of times per day, or give her a mild poison attack that functions in conjunction with her claws.

Or, perhaps, rend. That alone shouldn't bump the CR up over 4.
 

Hmm.. I like the poison, that seems appropriate for an aquatic hag, with secreting an oily poisonous sheen over her claws and being slightly slimy.

The dispel magic effect has become far less important, so I'm thinking a more slimy aquatic style hag seems appropriate.

Casting her evil eye on somone having an effect like Hold Person seems a pretty cool idea too; paralysing her victim with fear.

OK, I think I'll go with those two. The evil eye with a Hold Person effect with a DC14 Will save, and her claws coated in a slimy poison she secrets dealing 1d4 Str drain on both primary and secondary attacks with a DC12 Fortitude save negating.

Evil Eye abilities that the PCs will hate:
- Magic Eye: 3/day Thieving Dispel Magic (targeted only; at her option, the hag gains any buffs she dispels)
- Dazzling Eye: Blindness 1/day; permanent Displacement as a gaze attack within 30 ft.
- Hypnotic Eye: Slow 3/day (single target only); daze gaze attack within 30 ft.
- Sickening Eye: Nausea 3/day (single target); weakening gaze attack (-2 Str) within 30 ft.
