Alchemical Formula: Truth Serum

My apologies if this has been attempted here before. A fellow in my campaign is playing a Warforged Artificer that swapped out Alchemy for Ritual Caster. Since there are so few published alchemical formulas that we've seen, and there's no indication that any more will be published soon, he thought of some ideas for me to ruminate on.

One of his ideas was a truth serum (most likely inspired by the party's recent trust issues with an NPC in our game ;)).

I did some digging and pulled up the bardic ritual "Chorus of Truth" (lvl 10 ritual) to determine whether there was a comparable ritual, and used the "Goodnight Tincture" formula as a baseline template to determine the level, costs, and effectiveness. Feel free to pick this apart if you think it's too powerful (maybe the margin of success table should be tweaked) for its level or would step on the toes of the bardic ritual.

This poison is used to lower a victim's ability to lie.

Power (Consumable ✦ Poison): Minor Action. You apply truth serum to a weapon, food or drink. A creature that is wounded by that weapon or consumes that food or drink is subject to an attack after 1 minute: +12 vs Fortitude; on a hit, that creature takes a penalty to Bluff checks for 1 hour.
The penalty is determined by the margin of success on the attack roll (Attack Roll - Fortitude = Margin of Success. Effect table below).
Level 11: +17 vs Fortitude
Level 16: +22 vs Fortitude
Level 21: +27 vs Fortitude
Level 26: +32 vs Fortitude


Margin of Success: Penalty
9 or lower: -2
10-19: -4
20-29: -6
30 or higher: -10
