D&D 4E 4e Character Builder Custom Rules

First Post
I was reading the House Rule thread and the effect the DDI has on their creation and use. I recalled that the Character Builder had a tab under Campaign Setting for Custom Rules. Please bare in mind that I am very new to 4e and have little to no experience or knowledge of the DDI software or game system, never the less...

I was wondering does anyone use this feature?

IME, no one really uses that. House rulers fit into a couple of groups, which factors into their usage of the CB.

1) Behind-The-Screen house rulers; These guys modify monsters and how they run the game. These changes don't affect PCs, so they don't affect the CB.

2) Simple Change house rulers; These guys modify a single thing, and it's usually expressed as bonus feats as needed for the desired effect. This probably doesn't bring the House Rule tab into play, though I'm not sure; it's been a while since I fiddled with the program.

3) Complex Change house rulers; These guys change a significant number of things, and/or add a lot of 3PP or homebrew materials to their games. Due to lack of support for these sorts of things in the CB, they don't usually use it in the first place.

I don't have it in front of me (I'm not a DDI subscriber) so I can't look at it but I was wondering. Would it not be useful to keep the players and DM all on the same page as far as rules. Also can you port your rule set from one copy of CB to another? I guess in the end I don't know enough about this to even be sure if I am asking the correct question.

In both campaigns I'm in (one I DM, one I have a PC), we have used some house rules and have used the "campain rules" in character builder. That said, the "campaign rules" tab really only good (from my fillding with it) at restricting where player's get options from - neither campaign allows stuff from Dragon, and using the tab means players don't have to wade through tons of options they can't choose.

What I couldn't figure out to do with it is to encorporate bonuses or other such mechanical benefits into a CB character. For example, I give all the PCs in my campaign +1 to hit/NADs at levels 5, 15 and 25 (while barring the expertise and paragon defence feats). As far as I could figure out, there was no way to do that through the campaigne rules - rather, the players had to go into the feats list, and use the houserule button to give themselves a bonus feat (either that or modify the character sheet itself every level).

So, I must admit, I haven't found the tab terribly useful (again, except for eliminating options based on source), but chances are I'm not getting the best use out of it due to not really being that computer savvy.

All I have found house rules in the CB to be good for is renameing stuff, or making new languages etc. But making something that changes calculations...I dont think it does that.

Im definately a category 2. It can be a bit tricky coming up with things like the 1+ at certain levels (especially in my game where magic is low so the players get attack bonuses) but it is so much easier to build them on computer than scratching with graphite.

If you manage your custom rules properly you can save them as a file to distribute to your players. The players can then import the file and have all your customized rules at hand.

That being said, the CB custom rule set is not very good for extensive customization.

I will repeat I cant even rename a power or put new flavor on it, but I dont have the absolute latest update, somebody let me know if they do that so I will update character builder....
