can a hasted creature use its standard action to cast a spell an then use the partial action granted by haste to cast another spell in the same round? the ability to cast two spell in one round is a bit too powerful to be granted by a therd level spell... at least in my opinion.

What Vorput said. If it's always the best strategy to start a fight by casting a 3rd lvl spell (and that was the case with Haste 3.0), that 3rd lvl spell's too powerful.
 



Extra actions can pretty much break the game. In 3.0, Haste was at least readily available since it was a low level spell, thus avoiding breaking the game AGAIN via assymetric extra actions, which are even worse. Not being Hasted in high level combat tends to suck.

I think people underestimate the impact of the extra partial actions for fighter types. Sure, on a full attack, it's a mere extra attack. But the partial action allows fighters to move and still get their full attack, which gives the fighter a much heftier alpha strike, helps when switching targets, and makes it much more difficult to prevent full attacks (and thus damage) through movement.
 

Curious, just as a thought experiment, what if haste granted you the extra partial on your next round?

So that means you cast two spells on round 2, so for a net of 2 offensive spells in 2 rounds. And since most combats don't last more than 3-4 rounds, would that balance it any better?

You still start every combat with haste even if you gain the partial on the NEXT round (as you suggested).

You just suck up the damage on the first round.

Casting 2 spells a round for every round past and including round 2 is an insane advantage.

There are corner cases where you would not...but any combat 3 rounds or longer... you would.

Really. Anytime you can cast 2 spells a round thanks to a 3rd level spell, you DO IT.

Quickened Haste is the next best thing, obviously!

As everyone else said, this made for boring, "everyone in the party/enemy casters cast haste" combat, and made spellslinging really really powerful at medium-low levels up.

It was changed in 3.5 for a reason. Really, the best and most necessary change, I think!
