    Why not just make a reaction cost 1? IMO, they should be looped in with the action economy. That is my issue with PF2. The have 3 actions + reactions which stand outside the action economy. IMO, either an action takes something (time, energy, resources, etc.) or it doesn't.

    Thanks - I wasn't aware. NPCs and Monsters can have whatever you want them too. Regardless though, that is just a guide for what abilities it might have.
