Ranged touch attack

What modifiers enhance a ranged touch attack? My thought is that dex mod and point blank shot if you have it would be about the only items that mod a range touch attack.

A ranged touch attack is exactly like any other ranged attack. The only difference is that your target doesn't get their armor or natural armor bonus to AC.

None of your attack modifiers are affected.

Ok, that is good. Then the item I was reading earlier was on crack.

They were complaining about a feat that worked the opposite of Power Attack. The feat allowed you to take away damage bonuses and add them to your chance to hit. The person in question said it was too powerful a feat since it was very abuseable with ranged touch attacks. I thought this made no sense since there is no damage mods to a RTA to begin with but I wanted to ask real quick.
