The short answer is no, it can't. Spells that can be placed under a permanency spell say so, either under their own listing or in the entry for permanency itself, and unfortunately strong jaw isn't one of them. If it could be, the formula for determining the cost (for all permanent spells) is [(caster level -8) x 2,500 gp], so you'd need to figure out what the necessary caster level would be. Personally, I'd set it to 11th at the dead minimum, which would cost 7,500 gp. Going even higher might be appropriate, given that strong jaw offers a significant boost in power that will likely see a lot of use. More likely, you'll need to make a magic item out of it, which is going to be much more expensive. If you look at the table for estimating magic item gold piece values, you'd want a "use-activated or continuous" item, which is CL x spell level x 2,000 gp, adjusted by the base spell's duration. Since this is a 4th-level druid spell, minimum caster level 7 (with no benefit for casting it at a higher level), that's 7 x 4 x 2,000 = 56,000 gp, which is then doubled for the base spell having a duration measured in minutes/level = 112,000 gp. Ouch! You can make it yourself for half of that (i.e. 56,000 gp), but you'll need to spend one hundred twelve days doing so. Now, you can maybe cut down on the time and cost with some of the magic item crafting tricks that people have come up with, but that's going beyond the scope of your original question.
