Does anyone else think the requirements for this PrC from the latest dragon are a little odd?

Knowledge( arcana ): 5
Listen: 5
Perform: 8
Spellcraft: 5
Feats: Alertness
Spellcasting: Must be able to cast 5th level spells, and have five sonic or language or dependant spells.

This class looks like its oriented towards bards, but a bard can't cast level 5 spells until they are 13th level, and the class is 10 levels. So, this is a ten level PrC thats almost impossible to get into by level 10.

The only way to get all the levels in this class would be a Wizard 9/ Bard 1 ( or Rogue 1), or by taking the Cosmopolitan feat from the FRCS. I'm guessing they mean 3rd level spells, or 5 caster levels. What do you all think?

Haven't seen the Dragon, but 5th level spells is a high requirement for any class (only Heirophants and Archmages really have those sorts of requirements IIRC). Not to mention theres no feats and really low skills. By level 5 you could have all the requirements except the spells casting. Seems a bit off (maybe they meant you had to be a 5th level caster ala most of the Item Creation feats?).
