The crystals in their raw form cause terrible side effects. Those who bond with them gain powers of some sort, but are horribly twisted, usually losing their sentience and invariably becoming feral in behaviour. Various arcane and divine experts have been working for decades on ways to safely harness their power, with varying but limited success, and one such person believes that they have cracked the problem, and is looking for volunteers to try out their untested prototype solution in return for a generous reward.

So, the PCs aren't the chosen ones, they're the ones who chose to volunteer.
