Creatin magic items

In the PHB it states that when creating magic items you must spend 1/25 the base price in XP and one half this price in cash. Does this mean that you spend one half the XP price or one half the gold price.

One half the gold price. For example, say you create a magic item worth a total of 10,000gp on the market. You would need to spend 5,000gp (half the market price) in raw materials to make it. Also, you would need to spend 400XP during the creation process. It would take 10 days to complete the item. The item also only counts against your character wealth at creation cost, not market price.
