The fact that so many people think making things up on the fly is the best way to game never ceases to amaze me, but as the last several posts show, its a popular view.

Well for my part, I'm not just talking about "making things up" (even though that is part of the DM's role). I'm also talking about adding clarification and making judgment calls for niche cases. No matter how good or complete they are, TTRPG rules can't adjudicate themselves.

I think there's a big gap between "niche cases" and a general policy, however, and your post seemed to be recommending the latter. Also "on the fly" was an important qualification in my statement.

Even so the DM is the final arbiter of their world and as long as they're consistent, and don't ambush players with things they couldn't possibly expect, I don't see a problem.

I can't help but think "as long as they're consistent" is doing a massive amount of heavy lifting there. I flat out don't believe most people will fit that unless they write it down, i.e. essentially do house rules.
