The flail is, of course, an agricultural implement so I'm wondering why it's listed as a Martial Weapon in the PHB. Perhaps reducing the damage to 1d6.

The idea: everyone starts with a 10 in all their stats. Now apply racial modifiers (variant human allowed). That's your starting PC. Then pick class, skills, background, etc. As you gain levels you may pick feats or stat increases as normal. How about starting with 11 in all stats?

How would you model the war flail in D&D?
I'm thinking d10 or d12 damage (because, you know, the damage is swingy), Reach, Bludgeoning or Piercing damage (depending upon whether the flail is spiked or not) and eligible for the Polearm Mastery feat.

It's far quicker to reload than a standard crossbow but has a far lower accuracy. No goat's foot or cranequin needed. So rather than give it the Loading property, how about making reloads use movement? Say 10' of movement per reload...
