    By the Monster Manual the Dragon can also be given spells. A Chromatic Great Wyrm can know and cast 8 spells of up to 9th level. Which can all be of the same level by the rules

    Great Wyrm's have stats in Fizbans. A Chromatic Great Wyrm is CR 27 and Mythic. I don't think a Level 13 party could beat one unless they got near supernaturally lucky.

    I don't even think the later is needed. Dwarfs and Elves never got an explanation. Neither did the other various humanoids. Tieflings really need nothing said. given that several demon and devil summoning nations exist in greyhawk.
